Thomas 'Skip' Mark

Senior Counsel

Thomas ‘Skip’ Mark is a Senior Counsel for the Commercial Law Development Program (CLDP) of the U.S. Department of Commerce Office of the General Counsel. 

As Senior Counsel, Mr. Mark oversees CLDP’s Europe-Eurasia Team.  Skip manages a team of attorney advisors, international program specialists, and experts as they design and implement technical assistance projects that enhance the business enabling environments in the region.  Skip has worked extensively on a broad scope of commercial law reform issues in the Caucasus and Eastern Europe that includes intellectual property, judicial capacity building, alternative dispute resolution, and investment screening.   

Prior to joining CLDP, Mr. Mark worked as a Managing Attorney at the D.C. Bar Pro Bono Center, training and mentoring attorneys involved in pro bono cases and supervising legal clinics to address emerging needs. He was awarded the 2016 Legal Services Award from the Washington Council of Lawyers for expanding access to justice in the Superior Court of the District of Columbia. Skip began his legal career in the U.S. Department of Justice Attorney General’s Honors Program, where he clerked for the Chief Administrative Law Judge at the U.S. Drug Enforcement Administration. Prior to law school, he served for two years as a Peace Corps Volunteer in Turkmenistan.

Mr. Mark received his law degree from Washington University School of Law, where he graduated with honors and was a David Becker Public Service Fellow, and holds a B.A. in history and political science from the University of Delaware.
