MENA: Regional Alternative Dispute Resolution Conference

MENA: CLDP Trains Judges to Effectively Implement New Bankruptcy Laws

On March 31 and April 3, in Singapore, CLDP organized trainings for judges from Bahrain, Kuwait, Saudi Arabia, and Tunisia on the role of courts in managing restructuring and liquidation procedures. The trainings focused specifically on court administration, cross-border judicial cooperation and ensuring compliance with bankruptcy procedures. Since 2016, Bahrain, Saudi Arabia and Tunisia have passed new bankruptcy laws, which all include modern restructuring mechanisms. In Bahrain and Saudi Arabia, prior to the enactment of these laws, bankruptcy was synonymous with liquidation and courts were not used as a venue to rescue companies or to prevent their failure. CLDP assisted in developing these new statutes and is now conducting a multi-phase program focused on the implementation of these mechanisms, with a specific concentration on judicial capacity building. The trainings in Singapore this week have been led by senior U.S. bankruptcy judges from the Southern District of New York. Trainings also included presentations by World Bank and private sector experts on the impact of restructurings and judicial decision-making on the credit market and the larger economic outlook of a country. The trainings emphasized the importance of transparency, consistency and predictability in the management of bankruptcies to maximize value and build confidence in the bankruptcy process.

On March 17-20, 2019, CLDP sponsored delegations of franchising stakeholders from Algeria and Tunisia, including government officials and private-sector executives, in which they attended a workshop and visited an expo focused on international franchising in Paris, France.

MENA: CLDP Holds Regional Workshop on Technology Transfer

On October 30-November 1, 2018, CLDP, in coordination with the Tunisian Agency for the Promotion of Scientific Research (ANPR), organized a regional workshop in Tunis, Tunisia, on the commercialization of technology for the Middle East and North Africa region. The workshop promoted technology-based entrepreneurship and strengthened local capacity by bringing together government officials and technology transfer stakeholders to discuss technology management. More than 60 participants from Tunisia, Algeria, Morocco, and Bahrain attended. Subject-matter experts from the U.S. Department of Agriculture’s Office of Technology Transfer, Stanford University, and Carnegie Mellon University focused on practical case studies and management skills such as commercialization metrics, valuation of technology, licensing and assignments, negotiation, and marketing strategies. At the end of the workshop, participants made concrete recommendations that included the development of intellectual property policies for universities and a more advanced train-the-trainer program for experienced technology transfer managers. By strengthening intellectual property rights in the MENA region through technology transfer programs, CLDP helps level the playing field for U.S. companies. CLDP’s ongoing assistance is focused on bolstering innovation and research and development commercialization in all four countries by helping to create a critical mass of in-country specialists equipped with the knowledge and skills necessary to successfully commercialize discoveries made by the academic community and act as an effective interface with the business community.

Algeria: CLDP Strengthens the Innovation Ecosystem

On April 16-19, CLDP held a workshop in Algiers on technology startups and intellectual property. This workshop represents the first phase of a CLDP program focusing on the creation of an Algerian center of excellence in technology transfer through the partnership of the International Technology Transfer Institute (ITTI) of the University of New Hampshire's law school and Algeria top institute of technology (ENP). Since 2013, CLDP has been supporting an ambitious Algerian initiative to create an innovation ecosystem that generates viable technology startups, and decrease its dependency on oil and gas.  The second phase of the program will be "internships" in the fall, at ITTI, for professors who manage ENP's technology incubator.
