Capacity Building For Lawyers of the Iraqi Ministry of Electricity: Government Procurement Phase III

As part of an ongoing program of capacity building for lawyers on international procurement for the Ministry of Electricity of the Republic of Iraq, CLDP, in partnership with USAID Tarabot held a Workshop on “Management of International Procurement Risks” in Istanbul, Turkey from September 25-31. The program featured procurement experts from the George Washington University, School of Law, USAID Tarabot, and CLDP, and was attended by a delegation consisting of the Ministry’s top procurement lawyers. The program comes at a critical time when Iraq’s Ministry of Electricity (MoE) is playing a key role in the rebuilding of Iraq's economy and is conducting an extensive and important program of investment in power generation.

The workshop not only addressed topics of particular interest to public procurement challenges in Iraq, but also included a series inter-active simulations that reviewed and evaluated case studies that discussed how to mitigate procurement risks within various phases of the procurement cycle, including: (1) Preparation of Tenders, (2) Pre-Qualification, (2) Evaluation, and (3) Performance Management.
