Dominican Republic: CLDP Leads Judicial Procurement Training

On May 22, in coordination with the Dominican General Directorate for Public Contracting (DGCP) and the National School of the Judiciary, CLDP led a workshop on contract administration and bid protests in government procurement for the 11 judges of the Superior Administrative Court of the Dominican Republic, as well as 11 legal and administrative support staff of the Supreme Court. To implement the one-day workshop, CLDP called upon the expertise of a judge from the U.S. Court of Federal Claims, a GSA assistant regional counsel, and a VA procurement analyst. Experts described the lifecycle of an effective government contract and provided an overview of the U.S. system for bid protests, including an examination of the role of U.S. courts. During CLDP’s assessment of the Dominican Republic’s systems for bid protests and contractor sanctions in March, the president of the Superior Administrative Court specifically requested procurement training for the judges of his court, which hears bid protests in the Dominican system. This workshop is part of CLDP’s two-year project to improve the efficiency of government procurement practices. It represents CLDP’s first engagement with the Dominican judiciary and coincides with the U.S. Embassy in the Dominican Republic’s increased emphasis on transparency initiatives.
