Dominican Republic: Workshop on Best Practices in Government Procurement and Contract Administration for Emergency Preparedness and Disaster Response

On August 8-9 and 12-13, 2019, in coordination with the Dominican General Directorate for Public Contracting (DGCP), CLDP conducted two workshops on government procurement and contract administration for disaster preparedness and emergency response for more than 100 representatives of Dominican government institutions responsible for citizen security, including the National 911 Emergency and Security System and the Center for Emergency Operations. Experts included current and former officials from the U.S. Federal Emergency Management Agency and a representative of the U.S. Agency for International Development’s Office of Foreign Disaster Assistance. The workshops focused on the importance of pre-positioning contracts, efficiently processing payments and effectively managing contract performance to ensure that first responders and citizens receive the critical goods and services they need in the event of a natural disaster. Currently, the Dominican government relies primarily on emergency contracting under national emergency declarations, which leads to higher-priced goods and services and exposes the government to significant risks of corruption and poor performance. At the conclusion of the workshop, CLDP made recommendations to improve these contracting procedures, many of which will be codified in the draft procurement law that CLDP has been working on with the Dominican government.
