Georgia - Competition in Telecommunications: Workshop on Mergers and Anticompetitive Agreements in the Telecom Sector

On December 8-10, 2022, CLDP, Georgian National Competition Agency (GNCA), and the Georgian National Communications Commission (GNCC) held a three-day workshop on Competition in Telecommunications: Workshop on Mergers and Anticompetitive Agreements in the Telecom Sector (“Workshop”) to further develop GNCA and GNCC’s capacity in these critical areas of competition law enforcement. The Workshop brought GNCA and GNCC officials involved in competition enforcement together with subject matter experts from the relevant U.S. and EU competition law authorities, including the U.S. Department of Justice Antitrust Division, U.S. Federal Communications Commission, and the E.U. Competition Twinning Project in Georgia. The Workshop included presentations by U.S. and EU experts covering an overall approach and technical aspects of mergers and anticompetitive agreement enforcement, as well as unique aspects of enforcement in the telecommunications sector. Experts also conducted interactive case studies to further illustrate and cement best practices. GNCA and GNCC also presented overviews of the current state of competition enforcement in Georgian telecommunications to allow for more targeted capacity building by the assembled experts. By the conclusion of the Workshop, program participants had a greater understanding of the challenges, solutions, and best practices for Georgian competition law in the telecommunications sector.
