Peru: CLDP Leads Technical Sessions on Draft Procurement Legislation

On March 19, 23, and 25, CLDP, in cooperation with USAID Peru, conducted virtual sessions to provide feedback on Peru’s draft procurement law. CLDP presented recommendations to the General Directorate for Supply in the Ministry of Economy and Finance on how to improve the country’s institutional framework for procurement, increase the transparency and efficiency of its procurement lifecycle, and strengthen the effectiveness of its bid protest process. These recommendations were developed internally by current and former U.S. government procurement officials and the head of technical assistance of the United Nations Commission on International Trade Law. In late February, the President of Peru announced the creation of a government commission to develop a new procurement law to address widespread corruption, inefficiencies, and paralysis in government projects. These sessions are part of CLDP’s efforts to assist the new commission with incorporating international best practices in the new procurement law.
